On the day he was licensed as an attorney, in 1996, he established an independent firm with legal departments in a variety of legal fields, starting with civil procedures, administrative and commercial.
Advocate Cohen-Nissan heads the civil department of the firm, subject to him are attorneys mainly engaged in monetary actions, torts, real-estate, bills law, and execution actions. Collection procedures are conducted in administrative and civil work frames, including filing suits and opening files with the execution bureaus.

It should be stated here that the current activity of the civil department of the firm, includes simultaneous actions against debtors in courts and execution offices, and advocate Cohen-Nissan is appointed as an official receiver and debt collection for the various creditors. Adv. Mordekay Cohen-Nissan serves also as the chairperson of the Execution Committee of the Haifa Region Bar Association, and serves as a member of the municipal taxation committee and tort committees of the Haifa Bar Association.

Zohar is also a graduate of the Ramat-Gan College in the course of studies of tax consulting, and is appointed as defense attorney on behalf of the State Service Governorship.

1996 – 2000, chief assistant to the legal Advisor to the Government in the framework of the Income Tax Commission, at the Haifa Interrogations Tax Assessors office and a legal referent at the Northern Tax Assessor. As a legal advisor he accompanied the Investigation Tax Assessor in Haifa in complex criminal investigations and the enforcement of criminal offences, including appearances in courts in various districts, including filing of bills of indictment under the Income Tax Ordinance, the Land Betterment Tax, Property Tax Law and Compensation Fund.

Since the year 2000, Zohar is a partner in the Law Firm of Nissim and Cohen-Nissan, heading the taxation department of the firm. Subject to him are attorneys specializing in criminal procedures and tax offences.

Advocate Nissim is concentrating under his supervision various real estate deals, serves as the appointed attorney in disciplinary actions in the public sector and is skilled in the disciplinary proceedings in the public service. In the framework of his work as independent, he serves as the public’s representative in tenders’ committees on behalf of the State Services Governorship.
